In the 2025 National Animal Protection Business Performance Evaluation and the National Pet Management Business Performance Evaluation conducted by the Ministry of Agriculture, our city stood out among all counties and cities in the country, winning the "Excellent" award in both. We would like to thank the Animal Protection Advisory Committee, animal protection groups, Veterinary Medical Association, Pet Business Association, public welfare businesses and schools for their full support. We also rely on the many dedicated animal protection volunteers and clinical veterinarians who have worked together to build a solid foundation for animal-friendly living in our city.
With "One Welfare" as its core concept, the city emphasizes the harmonious coexistence of humans, animals, and the environment, and continues to deepen its efforts in three main areas: "rooting in pet owner responsibility," "cultivating professional capabilities," and "building a pet-friendly environment." In terms of animal protection, the city uses the Taichung Animal Shelter's Houli Campus as a life education base, promoting animal protection concepts in diverse ways through cross-industry collaborations and innovative activities such as "Stroll Markets," integrating pet owner responsibility education into citizens' lives. Meanwhile, to strengthen source management, the Health Inspection Office team went deep into rural areas such as Lishan to conduct mobile sterilization services for pet dogs and cats, and cooperated with non-governmental organizations to carry out animal protection case inspections, significantly improving law enforcement efficiency and animal welfare. In terms of pet management, in response to the growth of the pet-owning population and the diversification of the industry, in addition to implementing inspections of specific pet businesses and strengthening the control of pet food safety, the city is also actively promoting work related to pet life memorial, including planning to build the city's first "public pet memorial facility" in Dajia District, which is expected to provide comprehensive services such as pet cremation and remembrance, so that pets can be treated with dignity from birth to the end of their lives. The city's self-governing regulations on the management of pet carcasses and pet life memorial businesses have been revised to strengthen the management of businesses and gradually improve the management of the pet life cycle, covering feeding, care and the end of life, demonstrating forward-looking and comprehensive pet management.
This double award of "Excellent" is not only a high affirmation from the central government of the city's overall policy direction on animal protection and pet management, but also the greatest encouragement for the long-term dedication of frontline law enforcement personnel, veterinarians, and related partners. Moving forward, the city will continue to work with non-governmental organizations, volunteers, and citizens, leveraging its professionalism, dedication, and proactive approach, to improve animal welfare and steadily advance towards the goal of a friendly city where humans and animals coexist harmoniously.
