Article 1 These rules have been determined in accordance with Article 8 of the organizational rules of the Agriculture Bureau of Taichung Government.
Article 2 The Taichung Animal Protection and Health Inspection Office shall have the position of director, which shall be filled by a person with veterinarians qualifications; the director shall comply with the orders of the director of the Agriculture Bureau of Taichung Government ("Agriculture Bureau"), handle general affairs, and direct and supervise subordinate employees; the Animal Protection and Health Inspection Office shall have one deputy director, who shall assist in handling the Office's affairs.
Article 3 The Animal Protection and Health Inspection Office shall have the following sections and teams, which shall variously handle their respective tasks:
(1)Pig contagious disease prevention and immunization Section: Prevention of infectious diseases of swine, disease investigations, import/export tracking and quarantine, testing and diagnosis of animal diseases and infectious disease common to both humans and animals, veterinary medicine technology research and training, aquaculture animal disease control, and dissemination of disease status information, etc.
(2) Herbivore and Fowl Diseases Prevention Section: Herbivore and poultry disease control, sanitation and health care, producing areas quarantine of animals subject to export quarantine, tracking quarantine of animals subject to import quarantine, and education, training, and assistance for herbivore and poultry raisers, etc.
(3) Animal Protection Industry Management Section: Education and awareness concerning the Animal Protection Act, pet registration and management, management of the pet industry, volunteer recruiting and training, education and dog/cat spay and neuter, management of laboratory animals and exhibition/performing animals, and pet life memorial industry businesses assistance and management, etc.
(4) Animal Shelter Section: Public animal shelter management, capture, housing, and management of stray dogs and cats, emergency handling of detained animals and rescue of animals in distress, and pet carcass disposal, etc.
(5) Animal Drug Administration Section: Animal drug management, veterinarian and animal hospital management, veterinary public health, poultry/livestock raiser raw material animal product health inspection and investigation, and investigation of illegal slaughter, etc.
(6) Animal Protection Inspection Section: Investigation and prosecution of violations of the Animal Protection Act involving cruelty to or the harassment or injury of animals, etc., and pet food management and investigation, etc.
(7) Veterinarian Administration Section: Rabies prevention and tracking quarantine of imported animals, general affairs, information, disbursements, document and file management, and other matters not specified in the seven foregoing subparagraphs.
Article 4 The Animal Protection and Health Inspection Office shall have secretaries, technical specialists, section chiefs, team leaders, assistant technical specialists, section personnel, assistant technicians, clerks, and associate clerks.
The technical specialists, section chiefs, team leaders, assistant technical specialists, and assistant technicians in the foregoing paragraph who are in charge of the animal disease prevention work shall possess veterinarian qualifications. However, this restriction shall not apply to those persons holding these positions prior to the implementation of these rules and possessing veterinary assistant qualifications.
Article 5 The Animal Protection and Health Inspection Office shall have human resources management personnel, who shall handle personnel affairs in accordance with law.
Article 6 The Animal Protection and Health Inspection Office shall have an accounting office, which shall have a manager, who shall bear responsibility for annual budgeting, accounting, and statistical matters in accordance with law.
Article 7 The rank, grade, and number of person filling the official positions listed in these rules shall be determined in an organizational table.
The rank and grade of each position shall be governed by regulations concerning the grading of positions.
Article 8 If the directories on the four cannot perform his or her duties for some reason, the following persons shall act in the director's stead in the order below:
1. Deputy Director.
2. Secretary.
In these circumstances in the foregoing paragraph, Taichung municipal government may designate an appropriate person to act on behalf of the director.
Article 9 The Animal Protection and Health Inspection Office's table of hierarchical responsibilities shall be divided into tables A, B, and C. Table A shall be drafted by the Animal Protection and Health Inspection Office, and reported to the Agriculture Bureau, which shall forward it to the Taichung municipal government for approval; table B shall drafted by the Animal Protection and Health Inspection Office, which shall reported it to the Agriculture Bureau for approval; table C shall be drafted by the Animal Protection and Health Inspection Office, which shall report it to the Agriculture Bureau for subsequent reference.
Article 10 These rules shall take effect on December 25, 2010.
Certain articles of these rules were revised down March 31, 2011, and the revisions took effect on December 25, 2010; certain articles were revised on February 17, 2012, and the revisions took effect on February 19, 2012; certain articles were revised on November 29, 2012, and the revisions took effect on January 1, 2013; certain articles were revised on November 14, 2013, and the revisions took effect on January 1, 2014.
Apart from the revised articles in the foregoing paragraph, the date on which the remaining revised articles take effect shall be set by order of the Taichung municipal government.
